BEIJING, Dec. 29 () -- A senior Chinese official on Wednesday expressed hopes that China and Cuba will open a new chapter in their pragmatic cooperation.Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Committee of Political and Legislative Affairs of the CPC Central Committee, made the remarks when meeting with Vice President of the Council of Ministers of Cuba Ricardo Cabrisas Ruiz at the Great Hall of the People in Beijing.Zhou said China hopes to give its brother Cuba as much help as possible."You have made important progress in formulating a plan for bilateral economic cooperation during this visit," Zhou told Cabrisas.Zhou expressed the wish that Cuba would combine the guidelines of its social and economic policy outline with China's 12th Five-Year Plan. He said both sides should carefully study and turn the plan into programs through the mechanism of the joint committee of economy and trade.Cabrisas led a delegation to visit China in September 2010. During that visit, he and Zhou attended ceremonies marking the 50th anniversary of the establishment of Sino-Cuba diplomatic relations.Calling the meeting with Cabrisas "a meeting of old friends," Zhou said the CPC and China's government both cherish the traditional friendship with Cuba.China admires the new achievements of the Cuban people, led by comrades Fidel Castro Ruz and Raul Castro Ruz, in adhering to socialist development by overcoming numerous difficulties, Zhou said. 1 2  1 2
KUALA LUMPUR, Feb. 20 () -- Malaysia announced on Monday a new project to construct wildlife-friendly viaducts that cut across its peninsular, allowing tigers and other wildlife to crisscross the national parks and forests in the country. The construction of these viaducts costs 20 million U.S. dollars and is part of the government's "Central Forest Spine" master plan aimed at conserving the tiger habitats in the country, Deputy Minister of Natural Resources and Environment, Joseph Kurup said."Although the cost is high, implementation of these ecological corridors is possible through mainstreaming where interventions to create these corridors are made at the conceptual stage," Kurup said when he officiated a forum on mainstreaming tiger habitats in Kuala Lumpur. The three-day forum is hosted by the Malaysian government, World Bank and several wildlife conservation groups. There are currently 10 viaducts across the East-West highway in peninsula Malaysia, according to local news reports. These viaducts are elevated traffic-free road structures that connect habitats, allowing wildlife to cross safely without the risk of being killed or injured by vehicles."(the Malaysian) government has been extremely forward-looking in finding an equilibrium between the use of natural resources with their protection... if the Malaysia model is adopted, the future prospects for tigers and other species could improve markedly," Keshav Varma, World Bank's programme director for the Global Tiger Initiative said at the forum.Malaysia had launched an ambitious plan in 2008 to double the number of wild tigers in peninsular Malaysia to 1,000 by 2020.There were as many as 3,000 tigers in Malaysia in the 1950's but that number dwindled due to poaching and deforestation.

LONDON, July 25 () -- Storing samples and retesting them at some point remain an effective deterrent even if it takes a long time to happen, world anti-doping body head John Fahey said here on Wednesday.Fahey stood by the International Olympic Committee (IOC) which has been criticised by former World Anti-Doping Agency (WADA) chief Dick Pound over the time taken to test samples stored after Athens 2004 Olympics."It does make many senses to me that we store samples for a number of years and reanalysize them at some stage, randomly or intelligently. Of course we should do it," said the Australian at a news conference prior to the Olympic Games here."They shouldn't be done earlier. There is some argument to say that... if you have done it too early some of the testing equipment which is so important to spy might not be available to do the reanalysis in the way... we heard about recent days," he said. The IOC store samples from the Olympics Games for eight years and retest them whenever a new testing method is developed to catch drug cheats they were not be able to find earlier.Recently, samples from Athens were retested and some have been found to be suspect but Pound said the original aim of storing the samples as a major deterrent to drug cheats has been lost."The keeping of samples was meant to be a major deterrent. If those we hoped to deter realise we do nothing, there is not much a deterrent," said the 70-year-old Canadian.IOC medical commission chairman Arne Ljungqvist explained that they need to wait for reliable methods in restesting which caused the "delay"."The philosophy for re-analysis was to keep samples to analyse for substances that we did not have the ability to analyse at the time," said the Swede.Despite that it took almost eight years to re-analyse Athens samples, Fahey considered storage and retest an effective way to make cheating athletes think twice."To, there is no better way to deter. I'll be able to say to athletes, you thought you are free but seven years or eight years later, you will be picked up. Don't be stupid. Avoid it," said Fahey.

SHANGHAI, Feb. 29 () -- Continued policy tightening, sagging sales and a looming cash flow crisis are likely to push Chinese property developers to slash their prices further.Earlier this month, Poly Real Estate, the country's second-largest developer by market value, lowered prices for one of its projects in Shanghai by 2,000 yuan (317.56 U.S. dollars) per square meter. The move was immediately joined by many other big developers, including China Merchants, Vanke, China Resources and Greenland. With the government repeatedly making clear its tightening stance, analysts expected the move to lead to another wave of price cuts nationwide. The municipal government of Shanghai on Tuesday issued a notice to reiterate its stance on property price control, dousing previous market expectations of policy softening. The notice, which further specified the city's home-purchase limit policies, overruled a statement made by its housing authorities a week ago that a non-Shanghai registered family can buy a second home if it had obtained residence permits for no less than three years. The act, together with recent two call-offs on a bailout plan in eastern city of Wuhu and a similar policy in southern city of Foshan, showed the government's determination in steering the market to back to normalcy."The move will further suppress sales, promoting developers and used-home sellers to make deeper price cuts," said Shi Hongrui, managing director with Shanghai Hanyu Property. In January, home prices in the 70 major Chinese cities monitored by the National Bureau of Statistics all ceased rising as a result of the government's persistent cooling measures. The nation started adopting measures to rein in the runaway market in 2010. These measures included tight credits, a third-home purchase ban, higher downpayments and property tax trials.Market insiders forecast up-to-20-percent drops in home prices across first-tier cities such as Beijing and Shanghai over next six to 12 months."Policy fine-tuning may come after the sector's key indices (such as prices, investments) drop further," said Su Xuejing, an analyst with the Changjiang Securities.Data with the Centaline Group, the country's leading property agency, showed that sales of 16 leading developers dropped to 30 billion yuan in January, down from 66.36 billion yuan of the same period last year.Consumers felt less incentive to make purchases because home prices remained higher than most could afford. Xue Jianxiong, an analyst with China Real Estate Information Corp., said Chinese wage-earners face huge pressure from buying a home."It will take a typical family of three in Shanghai, who together earn an annual income of 108,700 yuan, to work for 23 years plus 8 months and save all that money to afford a 2.58-million-yuan home, which was the average price for the city's commercial homes," Xue said.According to a survey released by Credit Suisse Research Institute, its index reflecting respondents' willingness to purchase property over next two years dropped to 16 percent in 2011 from 22 percent in 2010.Shrinking sales have also worsened the cash flow for capital-thirsty property developers, as the country tightened money supply to mop up liquidity.China's central bank hiked the benchmark interest rates three times and banks' reserve requirement ratio six times last year.Data from Guotai Junan Securities showed 175.8 billion yuan of real estate trust in total will mature this year, with 50.4 billion yuan due in July, the peak amount of the year.Under the repayment pressure, the debt-laden property developer Greentown China Holdings Ltd. sold stakes in five projects for 1.34 billion yuan over past two months, while planning to sell four more."The biggest crisis for real estate developers will be about their debts this year," said Chen Jinsong, chairman with Shenzhen World Union Properties Consultancy, noting that developers may face profit-losing and even bankruptcy risks if home prices fall over 20 percent.Property shares closed lower on Wednesday following Shanghai's statement, with Poly Real Estate down 3.31 percent to 11.1 yuan per share, and Greentown China down 2.16 percent to 5.9 yuan.
CHICAGO, May 23 () -- Over 1,000 Chicago public school teachers gathered in the center of the city Wednesday to protest a new contract proposed by Chicago Public Schools management and demanded both higher pay and classroom changes. After the end of the school day, teachers were bussed into downtown Chicago for a rally at the Auditorium Theatre, where speakers pressed the importance of teachers to the American economy and called for more recognition from the city government. The rally, which was organized by the Chicago Teachers' Union, also drew support of many passers-by and drivers on their way home from work, who all honked and waved their approval. The protesting teachers are critical of a Chicago Public Schools administrative proposal approved by Chicago Mayor Rahm Emmanuel that would only increase teachers' salary by two percent for the first year, with additional merit pay determined in the years following. However, the Chicago Teachers' Union had wanted a raise of 30 percent over two years, which they said was justified since the City of Chicago had decided to increase the length of the school day from six hours to seven and a half hours -- a fact that teachers said is currently not taken into account in the proposed two-percent salary increase."I have two masters degrees plus an undergraduate degree and (Mayor Rahm Emmanuel) wants to pay me for my time less than what he would pay a babysitter, and I'm worth a lot more than that," English teacher Kristin Bruscato told  regarding the proposed pay conditions.Currently, an independent panel is evaluating the proposed Chicago Public Schools contract and complaints from the teachers to see if a compromise can be reached. The findings of the panel are due out in July.
